A well-run Arrow of Light program is a gradual change from being an ‘adult-led’ den to being a ‘youth-led’ patrol ready to fit right into an adventurous scouting troop. SummaryThe Webelos program has two major milestones - the Webelos rank badge to be earned at the 4th grade level and the Arrow of Light rank to be earned at the 5th grade. Fifth graders new to Scouting do not need to earn the Webelos badge - they work only on the Arrow of Light requirements. The Arrow of Light rank is intended to help Scouts prepare for entering the Boy Scout program, and culminates in a ceremony in which each youth bridges over into a Boy Scout troop selected individually by the scout.
